What happens if you do not pay a parking fine in Sweden?
Reminders, the SEK 150 fee and Kronofogden for public notices, and the private route.
Short answer
An unpaid parking notice leads to a reminder with 21 days to pay, then a second reminder with SEK 150 added, and then collection by Kronofogden, according to Transportstyrelsen. A private kontrollavgift can go to a collection agency, and you must contest it there too if you dispute it.
Why
- Transportstyrelsen says the first reminder is without an increased fee and gives 21 days to pay, the second reminder adds SEK 150 with another 21 days, and then the case goes to Kronofogden for collection.
- Transportstyrelsen says a vehicle owner with more than SEK 5,000 in unpaid parking fees can face a ban on using the vehicle, once six months have passed since the latest fee fell due.
- Konsumentverket says that if a private issuer sends a collection demand you must contest it with the collection agency or Kronofogden, otherwise you risk a payment remark.
Details
Kronofogden lists unpaid parking fines among debts to the state and municipalities that can lead to a payment remark, but special rules apply to such debts: they are not recorded until you have had a chance to pay or dispute them. The registered owner at the time of the parking is responsible for payment. See parking and fines in Sweden and what happens after a private parking charge.
Tip
If you think a notice is wrong, contest it through the proper route and pay while you do, rather than leaving it unpaid. How to contest it is covered in contesting a private parking charge.
What may differ
A kontrollavgift on private land is handled by the issuer and by whoever the issuer hands the claim to, not by Transportstyrelsen. Under the Act on control charges (1984:318), a claim for the charge cannot be brought more than two years after the parking ended.
Common misconception
A parking fine goes away if you simply ignore it.
What actually happens
Transportstyrelsen describes two reminders, an extra fee of SEK 150 and then a handover to Kronofogden for collection. The owner can also lose the right to use the vehicle if unpaid fees pass SEK 5,000.
