What is allemansrätten and what are the basic rules?

What the right of public access allows and where its limits are.

Short answer

Allemansrätten is the Swedish right to be in nature, even on land owned by someone else, as long as you do not disturb and do not destroy. Naturvårdsverket says it is not a law, but it is written into the Instrument of Government, and it does not apply on home plots.

Why

  1. According to the Swedish Environmental Protection Agency (Naturvårdsverket), everyone may be in nature in Sweden, even in areas that someone else owns, and the principle is not to disturb and not to destroy.
  2. Naturvårdsverket says allemansrätten is not a law and no law defines it exactly, but it is written into one of Sweden's four fundamental laws (2 kap. 15 § of the Instrument of Government).
  3. Naturvårdsverket says you may walk, cycle or ride in nature, camp for a night, and pick berries, mushrooms and flowers that are not protected, but you may not cross plots, forest plantings or fields with crops.

Details

Naturvårdsverket also says that littering in nature is prohibited, that fire bans are common in summer, and that dogs may not run loose in nature between 1 March and 20 August. The right does not apply on home plots (tomtmark) and covers neither motor traffic nor off-road driving. In national parks and nature reserves special rules can limit it, so check the rules for the area, for example through nature parks and recreational areas in Stockholm.

Tip

Leave no rubbish, do not let your dog run loose between 1 March and 20 August, and check for fire bans in summer.

What may differ

The rules differ in protected areas such as national parks and nature reserves, where special rules can limit allemansrätten, and between periods: fire bans are common in summer and dogs may not run loose between 1 March and 20 August.

Common misconception

Allemansrätten lets you camp anywhere for as long as you like.

What actually happens

Naturvårdsverket says you may camp in nature for a night, that the right does not apply on home plots, and that special rules in national parks and nature reserves can limit it.
