Short answer

Snus contains tobacco, while nicotine pouches (white snus) are products without tobacco that contain nicotine, and the two are covered by different Swedish laws. Tobacco snus is covered by the Tobacco Act (2018:2088) and nicotine pouches by the Act on tobacco-free nicotine products (2022:1257). Selling tobacco products needs a permit, while sellers of tobacco-free nicotine products must notify the municipality, according to the sources. Manufacturers and importers of tobacco-free nicotine products must state the nicotine content and its distribution per dose in the Swedish ingredient declaration, says the Public Health Agency.
