Is snus allowed in France?

What you can and cannot bring to France, and where the rules come from.

Answered at: Checked at:

Short answer

France has banned tobacco-free white snus (nicotine pouches) since 1 April 2026, including importing, carrying and using it, while the ban does not cover brown snus with tobacco. Travellers should bring only a small amount of brown snus for personal use. Selling it or passing it on is not allowed. This topic is for adults aged 18 and over.

Why

  1. France has banned nicotine pouches from 1 April 2026, according to the French government's service-public.gouv.fr, which names a ban on use, acquisition, possession and sale.
  2. Sweden Abroad, the Swedish foreign service, says the French ban covers white snus and not brown snus (tobacco snus).
  3. According to France.fr, tobacco snus may be brought into France for personal use in a limited amount, with 1 kg given as a guideline maximum.

Details

White snus contains nicotine but no tobacco, and brown snus is made of tobacco. Sweden Abroad's page on France, updated on 27 October 2026, says the ban applies to white snus. France.fr says possession and use of tobacco snus is tolerated for private individuals if it is for personal use and in a limited amount. The French rules on bringing tobacco from other EU countries list limits for cigarettes, cigarillos, cigars and smoking tobacco, and do not name snus.

Tip

Leave white snus and other tobacco-free nicotine pouches at home, even in small amounts, and check the French customs pages just before you leave.
