Can you take snus abroad?
Why the rules differ from country to country, with examples.
Short answer
Whether you can take snus abroad depends on the country you enter, since the EU bans its sale everywhere except Sweden. France has banned white snus since 1 April 2026, Norway counts snuff in grams within its tobacco quota, and Finland allows up to 1 kg of snus per calendar day for personal use. This topic is for adults aged 18 and over.
Why
- The EU's tobacco directive prohibits placing tobacco for oral use such as snus on the market, and Sweden is exempt because of its traditional use of snus, according to the Court of Justice of the European Union.
- France has banned nicotine pouches (white snus) from 1 April 2026, including transport and import, according to Sweden Abroad.
- Finnish Customs (Tulli) allows travellers to bring in up to 1 kg of snus, nasal tobacco and chewing tobacco combined per calendar day, only for personal use.
Details
Norwegian Customs gives tourists living outside Norway a quota of 250 grams of tobacco, counts snuff in grams, and lists nicotine pouches (tobacco-free snus) as not approved for import. Malta is a stricter example: Sweden Abroad's page for Malta, updated on 3 October 2025, says smokeless tobacco such as snus may not be brought in, while white snus is allowed for personal use in a reasonable amount. Because rules change, the date of the source matters.
Tip
Check the customs website of the country you are entering shortly before departure, because the rules differ from country to country and changed in France in 2026.
What may differ
The type of product and your age matter: brown snus with tobacco and white snus without tobacco are treated differently in France, Finland bars under-18s from bringing snus, and Norway requires travellers to be at least 18 to bring tobacco.
Common misconception
Snus is legal in Sweden, so you can carry it anywhere in the EU.
What actually happens
The EU ban on selling snus applies outside Sweden, and each country sets its own rules for travellers: Malta, for example, did not allow smokeless tobacco such as snus according to Sweden Abroad in October 2025.
