Short answer

Tourists living outside Norway may bring 250 grams of tobacco within the Norwegian customs quota, and snuff is counted in grams. You must be at least 18 to bring tobacco, and any amount above the quota must be declared. Tobacco-free nicotine pouches are listed as not approved for import. This topic is for adults aged 18 and over.

Why

  1. Norwegian Customs (Tolletaten) says the quota for tourists residing outside Norway is 200 cigarettes or 250 grams of tobacco.
  2. Norwegian Customs says snuff, cigars and cigarillos are counted in grams within the tobacco quota.
  3. Norwegian Customs says you must be at least 18 to bring beer, wine and tobacco products.

Details

Norwegian Customs' page, updated on 29 June 2026, lists nicotine pouches (tobacco-free snus) among the new products that are not approved for import or sale in Norway. If you bring more than the quota, you must declare the amount that exceeds it.

Tip

Weigh your cans before you go, since the quota is counted in grams, and check Norwegian Customs' page the week you travel.

What may differ

If you live in Norway, the quota is 100 cigarettes or 125 grams of other tobacco products instead of 250 grams.
